On 3 May 2007 elections took place for:
- England - local council elections
- Scotland - Scottish Parliament & local council elections
- Wales - Welsh Assembly elections
The BBC's eligibility and allocation criteria for Party Election Broadcasts were as follows:
Threshold Criteria
To qualify for one PEB, a registered political party must satisfy the following criteria.
- In England, standing in one sixth of the (approx 10, 500 seats in the election.
- In Scotland, standing at least 4 candidates in all 8 regional lists or candidates in one sixth of the seats being contested.
- In Wales, standing at least 4 candidates in all 5 regional lists or candidates in one sixth of the seats being contested.
Additional PEBs
Political parties may qualify for additional PEBs if the BBC considers that they can demonstrate significant levels of past and/or current electoral support.
Allocation
On the basis of the information currently available, and that the threshold criteria are met, the BBC currently proposes the following allocation of PEBs:
- Three PEBs for the main parties, namely the Labour Party, the Conservative Party and the Liberal Democrats, the SNP in Scotland and Plaid Cymru in Wales.
- Two PEBs in Scotland for the Scottish Greens and the Scottish Socialist Party.
- One PEB for any other party that satisfies the threshold criteria.
These proposals will be kept under review until close of nominations.
